If you're building a custom F100 low rider, you should consider getting rid of the F100 bumpers - Front and back. Keep in mind that if your state requires legitimate bumpers, then you must obey the laws. If you can, check out some truck shows or a truck magazine and see how the F100 looks without bumpers. And, while you're at it, throw on a roll pan and put your tail lights in the roll pan too. That's a smooth look.
If you restoring your 53-56 Ford F100, you can find new chrome bumpers to fit your truck to liven up those pitted and rusty bumpers you probably have on your truck now. They're pretty low cost and bumpers are easy to change. If you have good ones, you can probably get them chrome plated a bit cheaper than buying new ones.
